Do you want to officially include th udebs? If that is the case, the
policy is generally like: prove the system works with your udebs,
make some tests, convince people (through work) that your work is
going on a steady direction, then experimental images...
If you want to create custom images for yourself to test and so on
and so forth, see localudebs/, the d-i trunk documentation[1] and
the documentation on the wiki[2]
