This seems to apparently be caused by loop-modules being 2.6.17 only, and loop-modules being needed by the hd-media target. No idea why this is so, the only reason i could see would be for loop-aes-modules, which is not part of the main kernel .udeb package, but part of the modules packages, and which was not uploaded as 2.6.17.
