Yes, but that should work anyway...:) Indeed, looking at last console-data build, this is a bug in console-data build system. It uses /usr/share/i18n/SUPPORTED but the package doesn't Build-Depend on locales which provides it. And, "unfortunately", the last build of console-data has been made with pbuilder which makes this bug appear, while earlier versions were built on a live system with locales
