Bug#388578: hmm



Adding a chvt 1 just before starting bterm would only narrow the window
of the race, it would not eliminate the race.

It might be possible to fix it by not allocating vts > 1 until after
bterm is run. IIRC, if the VT isn't used yet, you can't switch to it. 

This would mean either starting rootskel before init acts on
/etc/inittab, or some other method of changing the order. I'm not sure
quite how to go about it.
