Well, it seems you need : 

  http://people.debian.org/~wouter/d-i/powerpc-miboot

and altough the netdrivers image is still too big, it should at leeast serve
to confirm this issue.

Wouter, i believe that there is a lack of documentation about this change in
the d-i web pages or something.

It would be best if :

  1) you disabled the boot.img and ofonlyboot.img builds in the main tree.
  2) you enabled only the above two in the powerpc-miboot tree.
  3) added aa README.where_is_boot.img or something such file in the main tree
  explaining where to find the miboot floppies, or even a set of instructions
  to build the miboot floppies oneself from the stuff in the main tree.
