Comments/Problems:

I tried to install etch with floppy images,
but etch beta 3 release seems not to provide the images boot.img and root.img .

At least the officially linked url
http://ftp.nl.debian.org/debian/dists/testing/main/installer-i386/beta3/images/floppy/
provides only cd-drivers.img and net-drivers.img .

The daily build does not contain any floppy images
http://people.debian.org/~joeyh/d-i/images/daily/

etch beta 2 release seems to provide all images ...
I will try these ...

They will no longer work because the kernel has changed.

However, you can try the floppy images as suggested by Sylvain.

Closing your report as floppy images are (temporarily) missing by design 
and not by error.
