This happens because the loaded Russian keyboard layout (located in file
/usr/share/keymaps/i386/qwerty/ru.kmap.gz on the initrd image) uses KOI8-R
encoding. And I have chosen the ru_RU.UTF-8 locale when installer prompted.
Obvious solution is to replace current keymap with UTF-8 one like it is
done for Ukrainian language. But that way another problem arise: what to
do with other locales (ru_RU.KOI8-R, ru_RU.CP-1251 and ru_RU) because
they won't have usable russian layout.
Does anybody know why all other Russian keymaps (for various encodings) from
console-data package are symlinks to the ru.kmap.gz on the installer initrd
image?
