However, base-config no longer exists in etch in sid...
base-config was obsoleted with the move of its functionality to the first 
stage of the installation.

No, it really is gone. A number of people have commented on this, but so 
far nobody has stepped up to work on a replacement for some of the 
functionality that was previously in base-config.
