I found the following bug report against apt-proxy that seems to match the
error you are seeing:

Some people in that report recommend switching to apt-cacher, but I don't
know if the Sarge version of that is suitable.
However, that is related to unstable and an update of "twisted", so it's a
bit strange that it should affect you on stable.
I do think however that the real issue is in apt-proxy and not in d-i.
The only problem in d-i could be that timeouts are set too long making the
installer seem to hang instead of giving an error that there is a problem
downloading a package. We'll try to see if we can fix that.
