Bug#381979: debian-installer: selected keymap is not used by graphical-installer

i selected the dvorak keymap when using the graphical-installer,
however, the gui still used the standard qwerty keymap. once booted
into the base system, the dvorak keymap was indeed used. so just the
graphical-installer seems to ignore the keymap, but it was indeed set up
correctly.
