Am I correct that you used the Etch Beta 2 boot floppies?
If you did, then those contain a very old 2.4 kernel.

I'd suggest you try a different (CD based or netboot) installation method 
using a current image from [1].

If you really need to install from floppy, then please try the 
experimental 2.6 based floppies from:
http://www-timc.imag.fr/Sylvain.Ferriol/debian/d-i/i386/
(these have been reported to work correctly by others)
