Bug#373237: apt-setup is not present on Debian unstable nor experimental

Justification: renders package unusable

Hello all,
I can't find `apt-setup` in the unstable repositories, nor in the experimental ones. Has it been removed? If yes, why? Is there another tool that 
provides the same functionalities?
