Bug#369736: preseed: Should run its prebaseconfig script later

On IRC, one of our users complained that he is not able to run a command
that requires the newly created user to exist.

Indeed, preseed's prebaseconfig script, which runs the "late_command" is
numbered 05 while user-setup one is 06

>From the documentaiton, one might expect that the late_command is run as
late as possible.

For that reason, I prefer suggesting that preseed's prebaseconfig script is
run a bit later, if possible.
