Ok, so in truth the installer works great. It runs everything as
expected, autodetects hardware, sets up partitions well, installs the
base system and runs the replacement for base-config which is how I get
to my problem. Originally this machine ran Windows along side Debian, so
the hardware clock had to be set to local time not UTC. Both base-config
and the new installer handle setting this to localtime during the
install fine. However since I wiped my Windows install away I need to
reset that to UTC for the installed system. On Sarge and prior versions
I could run base-config at a later date and update these settings as
needed. However base-config was replaced in etch by the d-I udebs for
the same task. As a result the base-config tools available in Sarge are
now missing in etch. Were these replaced by a different package? Were
they simply removed? If so could we use the code in the old base-config
package to recreate the feature? Any ideas?

The old base-config package has been scratched completely. There seems to
be demand for a similar package though, for example also for configuring
the system after a debootstrap install in a chroot.
However, there seems to be little interest within the debian-installer
team to (re)create and maintain such a package, so someone else will need
to take the initiative.
It should be possible to revive the code of the old base-config package,
but some changes will have to be made as a lot of the old names of its
sub-components have been reused in debian-installer.
It's probably also possible to reuse or share some code or components
currently in the d-i repository.
As your installation was successful and this issue is unrelated to
debian-installer, I'm closing the installation report.
Feel free to follow up on this issue to the debian-boot list if you'd like
to discuss it further.
