The CD detection fails due to the ata_piix module that is loaded before
ide_generic. ata_piix detects the CD, ignores it (due to ATAPI is
disabled), but prevents ide_generic from accessing corresponding ports

No, there is no any BIOS options to change for the SATA controller. I've
once rebuilt the installation image with ide_generic being loaded before
ata_piix and that fixed the problem. Then I've built custom kernel with
the same change and thus managed to have working Debian on this
notebook. Today I decided to try the latest installer but it still fails
so now I report this.
