Justification: breaks the whole system

Today I downloaded the fresh Etch iso image (CD-1, ~650Mb). 
When I tried to install, installer correctly recognized media as Etch 'testing' medium
Then installer required to define the online repository to install from
and subsequently, at step of base system install , refused to install saying 
something like "dont now how to install - no cd found and mirror is not reachable"
( This PC has NIC but no network ) 
So I rendered this bug as critical as it does not allow to correctly 
install from appropriate medium

The cause of this issue has been found. A necessary file was missing from 
CD images due to a change in a package.
CD images built after today should be OK again.
