IMHO, the patch generally looks good.  Thanks for working on this.
However, I think the udeb shouldn't be put on all images.

How big are these udebs?  The floppy is always out of space anyway,
and adding more udebs won't help.  Do blind people really need to boot
from floppy disks or can we expect them to use CD-ROM or netboot?
(Seriously, nobody should use floppies anymore anyway ;)

The rest of the patch looks ok to me.  However, Joey or Frans should
comment since they know more about the floppy image and its size
restrictions.
