Bug#348712: debian-installer-manual: suggested root partition size too small

The recommended size for the root partition in Appendix C.2 (150-250
MB) should probably be reassessed in light of the fact that current
Linux kernel packages are quite large (around 44 MB for
linux-image-2.6.15-1-686).
When upgrading to a newer kernel version it may be necessary to have
at least two kernels installed simultaneously, so this alone takes up
90 MB on the root filesystem.
This exact problem has been reported by a user with a 200 MB root
partition:
