This is *very* likely to be a localechooser issue.

The recent changes which moved some packages installation to later
steps probably had this consequence.

I suspects this one:

  * Move language-dependent packages installation to prebaseconfig.
    Closes: #343497

Or one of these:

  * Remove unused pkginstall function.
  * Don't apt-install iso-codes, base-config apt-setup used this, but it has
    been replaced.
  * Stop installing jfbterm, unifont, which were only used by base-config,
    which is being removed.


Or a combination of all those.

In short, re-adding "anna-install bterm-unifont" in localechooser
solves the problem
