In the README.txt and README.html in the root directory of 
debian-31r0a-i386-binary-1.iso, the title of the document is:

 > Debian GNU/Linux 3.1 r0a "Sarge" - Official i386 Binary-1 CD

Further down in the document under "Last-Minute Notes" reads:

 > You should keep in mind that this is an unofficial CD of the
 > current development version of the Debian system. This means that
 > all sorts of bugs may be present anywhere in the system.

I downloaded this .iso on June 21 from http://www.debian.org/CD/torrent-cd/.

This is a known error in the CD building process that unfortunately can't 
be fixed anymore for current images. The next point release (3.1r1) 
should fix this.
