I noticed that when upgrading the kernel on my ia64 just installed with
d-i, elilo was not automatically run when the kernel package was
installed. A hook for this is set up by base-installer for other
architectures.

This is left up to the bootloader installers. It was fixed in
elilo-installer a while back:

elilo-installer (1.3) unstable; urgency=low

  * dann frazier
    - 's/do_bootloader = no/do_bootloader = yes/' in kernel-img.conf
      Closes: #288897
