Hopefully; at least we have ha tool which should help to achieve that

Would it be possible to manipulate the font(s) file as to map the same
Glyph in two different positions?

Suppose Glyph u+xxx (let's say at position x) in foo.ttf is needed both
for lang A and B;
A correctly uses it, but there's no way to tell lang B to pick that.
We could copy u+xxx from pos. X to pos. Y so that both languages would
find the same glyph
At the expected position.
I do not have enough knowledge about fonts, so this idea might be
complete rubbish :)

If it makes sense, it should be very easy to instruct fontforge to do
that
