No, it will not work. Font ruscii_8x16 contains only Ukrainian and Russian symbols but it does not contain Belarusian short u. Also koi8u is not a good encoding for Belarusian (especially in Unicode mode). Something like may should wor: cyr=uni,16,utf-8,by(ctrl_shift_toggle) Also what is 'completely broken'?
