Bug#338024: tzsetup: Should use "saner" defaults for several countries

I noticed this while running a Russian install.
The default timezone for Russia is "Kaliningrad" which is actually not the
most appropriate (in terms of probability to be chosen by users). Choosing
"Moscow", the country capital, is probably better.
