That would probably happen if mdadm is still syncing the RAID when the 
initrd is created (during kernel installation in base-installer). While 
the array is being synced, the secondary device is not yet active.

One option would be to detect this and display a dialog while waiting for 
this process to finish.
We could probably even display a progress bar using info from mdadm.
