I suspect that what you were missing is not so much frequency scaling, but 
plain acpi support (package acpi and acpid) after the installation.
In the daily builds of the installer (post-Sarge versions), these packages 
installed automatically for systems that have acpi support.

Supporting frequency scaling out of the box would be a nice option, but is 
probably less essential.
