Basically because the documentation was not reviewed that much..:-)
This script was probably never written. I suppose this was an idea I
got when writing this big documentation last year. As I was offline
all that time, it was just forgotten...:)
I have updated the documentation to just mention "output-l10n-changes
-d ."
