Dear maintainer(s),

Since sarge is frozen, I know it's bacome difficult to make this change.
But this is an important input method - scim-chewing[1], people mostly
in Taiwan would like to see it into Sarge.

Fortunately, scim-chewing package got sponsored to uploaded into sid[2],
and hopefully into Sarge.

For providing better enviroment for our users, I wish you can accept
this changes for chinese-t:
- language-env
and these changes for chinese-t-desktop:
- cpanel
- chinput
+ scim-chewing
+ m17n-env

The language-env doesn't has Chinese supported yet, the cpanel is 
obsoleted and the chinput it mostly for Simplified Chinese users.
