partconf in testing/unstable broken on mips

I just noticed that partconf on mips in testing and unstable depends
on libdebian-installer4 (>= 0.29+0.30.unreleased) which doesn't exist
in the archive.  It seems this doesn't have a great impact since rc3
on mips worked for some people, but I just noticed the problem when I
tried to build a custom mips d-i image.

I've binNMUed partconf on mips and the new version will go into
unstable tonight.  Can you please push the following .udebs to
testing:
