Bug#286000: /etc/default/discover should allow changes

Please configure you debconf config file to read
/etc/default/discover and db_set all variables instead of forbidding
the user to edit the file. Otherwise I see no reason why this file
should reside in /etc at all. If you need an example of how this can
be done, check out libphidgets0.
