There may be something else that contributes to this.
If I change the type of an existing ext3 partition to 0xc, partman will 
still show this partition as EXT3.

So it seems that partman does not look at the partition type, but at how 
the partition is formatted. This may confuse it when deciding if a change 
to the partition table is needed.
