Bug#278099: debian-installer: [l10n]diacritic capital T with cedilla is not visible when selecting Romanian

You need to create a file named "ro" in
installer/build/needed-characters, with all characters used in
Romanian. This file MUST en UTF-8 encoded.

The "t cedilla" character is probably missing in all other files
around, for other languages (which means only Romanian uses that
character) and is thus removed from the Unicode font we use (this file
is stripped down, for size constraints).
