Bug#277936: installation-reports: don't force people to use partman if they've already installed everything BUT the bootloader

ranting maniac like i was i'm not *too* surprised, but no, i don't think
it should. i did raise some issues with it such as partman insisting on
formatting the drive even though there was a (finally ;) successfully
installed system. hell, even the kernel was picked out and installed, i
just needed to get quik installed. i'd even gone through "finish the
installation" or whatever it's called.
