This issue cannot be sorted out as long as keyboard settings in
console and X are completely different AND you choose English as
language.

The localization-config (l-c) package would have properly configured a
German keyboard provided you choose German as language. For various
reasons, l-c relies on the locale for pre-configuring several
packages, including the X server.

So, next time, I recommend you choose German as language. Be confident
in the German translators, they make good work...:-)...and the
installation will even be smoother.
