Bug#276638: base-config: Untranslated and cryptic "debconf-seed" menu entry at medium/low priority

When base-config is run at medium or low priority, its menu appears. An
entry with "debconf-seed" is shown and is not translated....as well as quite
cryptic in English.
I guess this has to do with preseeding debconf DB. I'm not sure this really
pertains to base-config.
