Section 3.5.1.1 recommends fips+defrag however this is usually not
necessary. Partman can change the size of FAT partitions and keep the
data in them. It is not necessary for the resized partitions to be
defrag-ed.  The only thing the user has to do is the change the size of
the partition in the "Partition settings:" dialog.

The present implementation of the resizing in partman doesn't allow the
start of the partition to be moved (only the end of the partition).  If
fips allows this then there are occasions when fips is necessary (I have
never used fips).
