Where to put prospective d-i packages?

As I was alone for one night in a Toulouse hotel, without any Internet
access, and as the "choosers" (lang/country) currently reached a quite
stable status, I took some time for working on some post-sarge
developments for this part of the installer.

All recent activity on the "choosers" has shown that the split between
language and country choosers has more bad consequences than good
effects.

So, I began working on the merge of both to a "localechooser" package
which could, in the future, replace languagechooser and countrychooser
with a few more features (such as the possibility to choose between
available locales for a given language+country combination).

This is highly prospective work which I won't work very hardly
on...because the major goal ATM is focusing on the stable release.

However, I have reached a point where a "working" localechooser
package exists, which I've been able to use as a replacement for
language and countrychooser.

I want to keep track of this work so I need to commit it.

However, I think it would be better to have another place than
"packages" for this just to avoid potential confusion to newcomers
(and also to avoid annoying translators with not-yet-ready
packages). Such a place could be used for all new developments and
prospective packages.

So, before commiting my work, I'd like to have some input from other
d-i contributors on this subject.

Branching could be a possibility, I'm not really sure if it would be
appropriate in that case.
