Bug#270934: elilo-installer: fails to create efi boot manager entry

To reproduce:
1) use 20040901 netboot w/ append='debconf/priority=medium'
2) remove any Debian entries from the efi boot menu
3) start install using 2.6 flavor
4) choose sid as the distribution
5) after downloading installer components & before installing base,
drop to a shell and run:
# cd /usr/lib/debootstrap/scripts
# sed 's/efibootmgr/pciutils efibootmgr/' < sid > sid.tmp
# mv sid.tmp sid
this works around #268490 & #270135 (which should be unrelated)
6) complete the install
7) reboot
you should see no efi boot manager entry for Debian
