Bug#261671: Missing entries for languagechooser

Vietnamese => Tiếng Việt

Here it is (vietnamese.utf8).

Last 28th august we organized the SFD (www.SoftwareFreedomDay.org) here in
Hà Nội (http://c3ld.vn.refer.org/article.php3?id_article=17) and it was
really interresting to see how people (mostly students, but only a few
teachers) want to try it! I'm still have hope for finding translators...
