Bug#268817: Question about using GMT clock in base-config is confusing

The time found on the hardware is displayed above the question:
The hardware clock says the time is now <day> <month> <time>
 And the question is:
Is the hardware clock set to GMT?

This question is ok if the hardware clock is set to either local time 
or GMT. But if it is completly wrong, people will answere <No> even 
though they want to set the hardware clock to GMT and not local time.

The question should be more like:
Do you want the hardware clock to be set to GMT?

And then give the opportunity to change the clock.
