Bug#268004: Debian Installer RC1 gives error when selecting Belgian keyboard

Machine: Real machine is an HP DL-360, VMWare machine is a machine
  with a vmbuslogic SCSI controller
Processor: Intel Xeon 2.80Ghz
Memory: Virtual Machine restricted to 128Mb
Root Device: not relevant
Root Size/partition table: not relevant
Output of lspci and lspci -n:
  lspci isn't available that early in the installation

Comments/Problems:

Steps to reproduce:

- Boot
- Select "English" language
- Choose country, "Other", then "Europe/Belgium"
- Select a keyboard layout, "Belgian"

This gives an error:

An installation step failed. You can try to run the failing 
item again from the menu, or skip it and choose something else. 
The failing step is: Select a keyboard layout
