Lowmem problem on mips resurfaces



d-i's failing again on mips (Indy r4k) with 32 MB.  Netbooting from a
current svn build dies just after the base system components are
downloaded, and the 20040729 sarge_d-i CD images start failing during
network configuration as the VM begins to kill processes.

The relevant message on vt4 is
kernel: __alloc_pages: 0-order allocation failed (gfp=0x1d2/0)

Installation with 64 MB still works, with maximum usage at about 34 MB
before swap activation.  (total available for use 61140 kB, used 30968,
free 30172.)  The last time I tried a lowmem install, with the 20040708
CD builds, it was successful with ~30 MB maximum usage.
