As far as I can see, the following archs still install the boot loader
in debootstrap v0.2.40:

  alpha:  aboot aboot-base
  ia64:   elilo efibootmgr
  m68k:   atari-bootstrap vmelilo"
  sparc:  silo
  mips:   dvhtool
  mipsel: delo
  hppa:   palo

Still some work to do, it seems. :)
