Bug#258136: Allow "reboot" action to halt instead

It is partialy implemented in the trunk. You need updated cdebconf,
main-menu, rootskel and debian-installer-utils. It is not yet
implemented in prebaseconfig. Also it does not work yet with bterm
because it does not return proper exit codes.

To use it, set debian-installer/exit/halt=true on the command line
