Bug#257877: choose-mirror: Should add "http://" automagically when user only enters a hostname as proxy

When the user mistakenly enters a hostname without prepending it with http:// (which
is the most common case for proxies), choose-mirror could maybe do this
automagically for him/her.
I just got a report in such situation where a proxy is mandatory and
where the user mistakenly used the host name only (which is quite
common for proxy settings in software).
