At the default debconf priority, d-i for s390 attempts to install the
2.4.26-1 kernel for s390x, even on an s390 system.  This fails, of
course.  Installation fails, and of course attempting to install a boot
loader fails, which means the system is not usable.  

d-i should detect whether it's running on s390 (31-bit) or s390x
(64-bit) and install the kernel appropriate to its architecture.  Note
that it is quite common to have a 31-bit environment running in a
virtual machine on a 64-bit system--the only real reason (on S/390) to
go with a 64-bit machine under VM is if you need more than 2GB of memory
accessible to the guest.  For most Linux/390 applications this will not
be the case.
