Frankly, I'd say, "use whichever architecture the user IPLed the card
deck/tape with".
That is, if you want an s390x install, use a kernel/initrd set for
s390x, and otherwise, use s390. /proc/cpuinfo will tell you the CPU
type (or at least it's deducible from the model number), but even on
64-bit systems (under VM, anyway, which will be the bulk of Linux/390[x]
installations), I think most people are going to want to use 31-bit
Linux images.
