The netboot image consists of an initrd and a kernel. Sure, there are
other ways to boot this besides netboot, but none are approachable for
the average user; all involve cobbling your own boot media together or
even more complex hacks. And all are out of scope for its intended
purpose.

That image is the businesscard CD image. It is 30 mb in size -- tiny.
The only reason the netboot image is any smaller is because it has a
very specic and well defined purpose; if its purpose is allowed to creep
we will only end up with an image similar to the businesscard CD image.
