The fix mas commited. However, I forgot to add the changelog
entry. Funnily, when looking at the changelog, though, it lists this:

  * Joey Hess
    - Languagechooser has been reverted back to old behavior, follow suite.
  * Stephen R. Marenka
    - Add m68k minimum ram.
  * Joey Hess
    - Typo fix. Closes: #247934
  * Sylvain Ferriol
    - To be compliant with new languagechooser/language-name template

Sylvain Ferriol change was indeed prior to yours, but reading the
changelog sequentially gives the impression that it happened after it.

And, my change was more or less Sylvain change put back.....

So, I'm pretty sure that indeed the 0.9 version contains my fix to
lowmem_debconf....however it is just not mentioned in the changelog.

The changelog in 0.8 *had* the changelog entry and thus the bug has
been closed when it was uploaded.

So, imho, we have three options:

-leave this as is. The changelog entry will be missing but the fix
*is* here

-upload a 0.10 version for just putting the complete changelog file 

-just correct the changelog in trunk but not doing any upload just for
this (there's an arch-dependent package so this would add extra work
to autobuilders, I guess)
