Bug#245164: Should be able to get high debconf priority even if there were problems in the installation

Hmm, I'm not sure this isn't related to 228839. While worded
differently, the idea is the same-->the debconf priority after 2nd
stage should be the same then the original priority, whatever it is.

I mentioned this as "should re-ask the debconf priority question after
base-config" because at this time, I saw the problem this way.

But, indeed, we should, at the very beginning of 1st stage, keep the
debconf/cdebconf priority and just reset it at the end of the 2nd
stage (that is, base-config).

This was the "philosophy" of 228839, at the least.....and as far as I
have understood, your concern is similar.
